I tested this issue with latest Evince 3.11.3 version from git repository.

1. Invoke trash creation, deleting something.
2. Show hidden elements in folder, to trash folder be shown, for example, with
the name .Trash-1000
3. Remove permanently this folder
4. Create a regular file with the same name as removed folder had.

This is quite annoying! I'm using 13.10 and I just tried to safely
remove a Samsung 1TB external drive (USB3.0 device plugged into USB3.0
port) but it kept remounting. I tried it this way as well:
sudo udisks --unmount /dev/sde1
sudo udisks --detach /dev/sde1
and that also remounted except it too
We got gnome-menus 3.10.1 in trusty now, which should have this upstream
fix. Please reopen/yell if it's still a problem with that version.
