It seems that the behaviour was caused by the upgrade process. All users were
affected.
After re-installing the unity-lens-applications the dash is working as expected.

Same problem after upgrading from Ubuntu 14.04 to 16.04 today. Even
gedit is not found inside the dash. Via cli gedit opens as expected.
