For those who are affected by the sensitivity issue, this systemd commit
fixes the issue:
commit 579a2ab3d65a2908afef5578af26793e80898d55

hwdb: Add sensitivity for Dell Latitude E7470 pointingstick
** Also affects: systemd (Ubuntu)
I've tried this on Xenial, Yakkety (both QEMU VMs) and Zesty (running
directly on my laptop) and all are able to show the downloaded
switcheroo-control package. I talked with Jeremy on IRC and he could
reproduce, so not sure what's different between the machines..

Adam, I believe the intention is for this bug to be fixed in snapd.
If you need a temporary workaround and don't want to see snaps, you
should be able to uninstall snapd.

I'm seeing the same behavior under 16.04, on a desktop with a mouse (no laptop
touchpad). There's no "natural scrolling" option in "system settings | mouse &
touchpad", so to get natural scrolling, I put this in my ~/.Xmodmap:
pointer = 1 2 3 5 4 6 7 8 9 10 11 12
(note 4 & 5 are reversed).
