"Fix Released" status is incorrect. This is not fixed upstream but still requires action by the package maintainer. As others have pointed out, the only way to fix this problem for GIMP 2.8 is to build it against GECL 0.2 as is done upstream rather than the Ubuntu-special build against GECL 0.3.
