In Gnome Shell, try this (worked for me):
Install package 'gnome-tweak-tool' and run it ("Tweak Tool"). Then try the
different options in:
Keyboard & Mouse > Touchpad > Click Method
I found the default of "Default" didn't work. But changing it to
"Fingers" does.

I have tested the click and drag action in an elementary os 0.4 Image I
had laying around, which supported the action, but only in the corners
of the touchpad though.
Is there an option, which could prevent mouse pointer movement after
recognizing a second touch point?
