The translucent top bar is a feature of gnome-shell 3.25, but your bug
report shows your system is still running 3.24. Try just updating your
system. If that doesn't work then you will need to find out why you're
not getting gnome-shell 3.25 already. Perhaps it's something to do with

It turns out my title bar issue was because my session had reverted to X
for some reason rather than Wayland. I had to select X and then select
Ubuntu again in order for it to choose and launch Wayland. After that my
desktop is working as expected again.
