I experience this sometimes (currently running 16.04 LTS), you can
easily enlarge the time by:

using the daily bionic beaver build, installing xrdp via apt and adding
a polkit rule for color profile I try to connect. it seems to connect
but i'm seeing random "system program problem" dialogs and when i do
connect the desktop is incomplete. the bar along the left is not
I can confirm this with a few apps, including gnome-terminal, nautilus,
"book", "documents", "calendar", dconf Editor, "disks", "disk usage
analyzer", and "logs", all GNOME apps.
Oddly, certain apps are just fine, like Gedit, System Monitor, and the
help menu.

launch" in front works.
In my situation, the only thing that's different in my setup is the
addition of XRDP for remote desktop, which is set to log in to XFCE

Well is does appear to solve the problem with the lag but then there is
high battery drain and the fans won't stop spinning which is also
undesireable

Gsd is pushing for the name change in systemd, so I'm going to get that
upstreamed before bringing this into Ubuntu. (Suspend to hibernate to
suspend then hibernate).
In terms of UI where would it Land? I figure it should be a policy setting
on systems that ship with it, but you're probably right

Another test I just completed. In a situation where my shortcuts were
working… I put caffeine on to prevent sleep or hibernation… and my
shortcuts are still working. Granted I was not doing a lot on the
machine over this time… Used it for a bit and then went to bed. But 8
hrs later. still good. I’m

The systemd part is OK since it's cherry-picks - +1 for uploading that.
For g-s-d I would prefer to wait for it to be more firm upstream,
especially with regard to the naming. So I vote for waiting until it's
committed there. It might be helpful/useful/necessary for that to hang
out on #control-ce
