reboot, and if the default 'nouveau' driver works for you then please
let us know if that also avoids the 100% CPU problem?

I'd imagine a workaround could be to have a hook for suspend write to
the framebuffer, but I failed at getting this working when I tried today
(put a script in /usr/lib/systemd/system-sleep to invoke eog in
fullscreen).

This bug is not specific to Ubuntu, I found out today that I have
exactly the same problem on my other desktop running Fedora 29 with
GNOME 3.30.1. I have the following extensions installed on it:
- (K)StatusNotifierItem/AppIndicator Support
- Dash to dock
- No topleft hot corner
- Background logo
This happened to me when using Ubuntu Cosmic Cuttlefish with htop and
tilix installed beyond the clean install. I was able to open the
applications that are available in the dock and noticed the bar resizing
when hovering over it.
Later multiple graphical bugs started to happen and in the next boo
I can work around by using ctrl-alt-f1 to change to the user switcher
and re-authenticatie into the session that way.

Xorg sessions have higher output lag than Wayland
I occasionally see this on two separate 18.04 installations using Xorg
sessions. The time to unlock varies from a couple of seconds to several
minutes. Everything other than unlocking the screen feels to work at a
normal speed.
