Looking at the GTK source I still can't tell how it's meant to work, or
if it ever did work correctly.
In a pure Xorg session the scaling factor is an attribute of the
monitor, so it's stored in ~/.config/monitors.xml. Are we losing that
attribute in Xwayland with its virtual monitor?

the one show stopper that is preventing me from doing more work in

longer affects Ubuntu >= 18.04. I use Ctrl-Shift-Esc for suspend
everyday.
