Thank you for taking the time to report this bug and helping to make
Ubuntu better. This particular bug has already been reported and is a
duplicate of bug 1901351, so it is being marked as such. Please
hmmm. it doesn't seem to be every disk image, but it does seem to be a
great number of them. my 20.04.1 install ISO works fine, but the virtio-
win-0.1.185.iso that I was using fine in 20.04 causes this problem
consistently for me. I watched the output of `journalctl -b 0`, and
nothing was printed

Thank you for you reply @seb128. I do not think it is the same problem. The
external keyboard works fine as long as it did not get disconnected.
Once it is reconnected again after getting disconnected, both external and
embedded keyboards fail to change layout.
Disconnecting the external
The problem persists after upgrade to Ubuntu 20.04. I have also reported
directly on gitlab as suggested above

In Ubuntu 20.04.1 the latest gdm3 package is only
3.36.3-0ubuntu0.20.04.1 and I have a similar, although probably
different problem:
GDM wouldn't show a login screen on the second seat connected to an
NVIDIA graphics card. After disabling Wayland in /etc/gdm3/custom.conf
the problem disappeared
Other relevant info I forgot:
- xeyes runs fine
- sockets:
$ ss -xlp | grep Xwayland
