steps to reproduce
1. open tar.xz with double click
2. select some files and drag-n-drop them to some folder
3. while previous operation is not complete open another archive .tar.xz
4. select some files and drag-n-drop them to same folder
Result:
All open .tar.xz folders free
Apologies: I never saw this response asking for more information.
I did solve the problem, as it turns out; it was Gromit-MPX, a tool I
use allow me to draw on the screen. The problem disappears when I
restarted Gromit-MPX.

image viewers (eom for instance).
Here is a time measurement that demonstrates the problem:
