This problem sounds related to focus stealing prevention. That's the
feature intended to put new windows in the background when the system
thinks you're still busy in the foreground.
However, since you're using a 4-year old release I would first recommend
trying the latest long term release (22.04

Hi, I just wanted to say that I am also having this problem. I'm on

Additional testing:
- My laptop (also with AMD graphics, Lenovo T14s Gen2) running the same OS also
exhibits this issue.
- Switching my session from wayland to XOrg does not remedy the problem.
- Installing AMD drivers from https://www.amd.com/en/support/linux-drivers does
not remedy the problem.
Just in time before updating to 22.10 :)
I tested with mutter 42.5-0ubuntu1
and for me the problem seems to be fixed, i can finally work with
multiple monitors again :)
