I'm going to group this with bug 1936734, but your case sounds like it
might be caused by blur-my-shell or other extensions' side effects.
Please start by deleting all local extensions:
cd ~/.local/share

When I move the mouse on top of an icon on the dock, it pops up a
tooltip with the app's name, but only after a delay that is long enough
to be disruptive to my workflow. Oddly, the delay does not occur when
the mouse moves from one icon to another; the name of the new one sho

Dash to Dock doesn't render properly after awake from suspend!
There is only "Show App" icon in the dock, and I click the icon it showes
nothing and the system doesn't response the mouseclick event.
Finally, I have to restart the system and the dock renders properly.
