Yes there is a way to fix it without reinstalling any package...
just follow the steps below-
1.right click on the bottom panel and select " Add to panel"
2. in the dialogue box that appears.. in the " desktop & windows"
category select "windows list" and click on add... this should do the
trick

however i had several other problems, so i reinstalled Ubuntu. So i have no
problems as of now.
