I do not totally agree. Maybe it sometimes fails but for another reason (i.e. another bug). Why not fix it for the obvious first? Look at the first post by Soren, where ubuntu-setlocale.patch is attached with explanation on why it can go wrong. Why not at least fix this known problem first? --

Suppose today a patch goes into cupsys and now most people can add a printer. Do you mark this bug fixed? How about if I add a specific printer which really fails, and gnome-cups-manager fails silently again? These are 2 problems, hence 2 bugs, and for 2 separate packages. -- Adding Printer
