I have a similar version of this bug. It's happened since I upgraded from 13.10 (64-bit) to 14.10 and it causes the layout to reset to EN_US qwerty every time I click on any text box. I only have EN_US Dvorak and EN_GB qwerty enabled, with dvorak as my default, so EN_US qwerty is not even enabled.
