Chris, notifications have an urgency level associated with them. That's
what defines which one should appear first in the case one is triggered
when another is already being shown.

The problem still remains. See attached screenshot. I think that at
least the 2nd and 3rd notifications (screenshot) should be marked as
urgent.

This is still present at gnome-panel 1:2.30.0-0ubuntu1 with Lucid's Ambiance,
