The problem is in 10.10 Netbook edition which I'm not sure if it is
considered Unity or not. The new Unity minimal scrollbars are not
present. I generally do not use Unity. I've also observed the problem
in 11.04 with Ubuntu Classic (no effects) desktop.

Remote desktop viewer program: When I change to fullscreen while
connected to another computer the scroll bars disappear. The display
size of the remote computer is larger than the local computer so this
leaves no way to move around the remote display. The display also
