I've tried other Gnome 2.3 based distributions and occurs the same issue.
With Gnome 2.28 it doesn't occurs. Then ii seems a gnome 2.3 problem.

Can you post a screenshot (open Run Application dialog via Alt-F2 and type
gnome-screenshot, if you can't open it via the panel you are missing) and the
output of lspci -v ?

Chris, your lspci helps, we now know we both are using a Matrox G400/450.
If we can get someone else to confirm this problem on the not very common
anymore Matrox graphics card, someone with knowledge about the driver might
be able to help.

Yup, same here. LiveCD or fresh install, no difference.
Another thing, I remember when wanting to do the install directly from
the livecd boot menu it complained it couldn't start the installation
and would start an interactive full session instead. Installation from
there went fine. This could

Same problem here on a fresh lucid install. Same symptoms. Changing something
about the theme or background indeed fixes the panel somehow.
