A reboot should not make a difference when running the liveCD. I think
you are running an installed version of ubuntu, I'm glad to hear that
the trashcan is now working for you.

One can drop items into the trash applet icon and the items go to
~/.Trash, however the trash applet reports that it is empty so one
cannot empty the trash.
