I think that my system was broken with an early version of xulrunner
1.9.2 as of 2009-09-14.
I am currently running Ubuntu 9.10, with the Firefox 3.6 and
xulrunner-1.9.1.9~hg20100205e26762, yelp 2.28.0-0ubuntu2.

A update:
I've just removed Firefox 3.6 and the corresponding xulrunner 1.9.2
which has now meant that the help system now works.
Typing yelp in a terminal still produces the (yelp:16606) : Yelp-WARNING **:
Yelper initialization failed for 0x8cdd608
OMF category 'Applications|Other' not
