I’ve just done a quick check.
I tried to add a large JPEG. Seahorse said it needed to be 120×150,
offered to resize it, but then actually made it 154×115. It is still
being inconsistent. I don’t think this bug has been addressed.

PGP specifies 120×144 as the maximum image resolution for ID photos,
whilst GPG recommends the usage of 240×288. Seahorse, on the other
hand, tells you to make your JPEG 120×150!
