Both under administrator user and ordinary user.
Both under "classic" and "unity" mode.
Killing "gnome-panel" fixes the issue.

Under Jaunty it's like this now:
If the program's window is located at the VERY BOTTOM of the screen --
the volume's slider position is being set to the mouse pointer's
location no matter what the previous value was. So it's always reset to
