There has to be at least one application at fault. Unless 100% processor
usage isn't a problem. I think Rythmbox makes the problem noticable
because it doesn't buffer sound.

I can confirm the fix posted by Eduardo Guardiola, enabling the
crossfading backend and restarting Rythmbox fixes the audio
skipping/cutting out while scrolling.
