It may very well be so, I just marked them both to make some with the permissions to merge bugs to take note of this and combine them. If "upstream" means the f-spot team, they seem to be convinced that this is a bug in the ubuntu patches, not in the original source code. Therefore, the maintainer

I can confirm this behaviour as well. I upgraded to 9.04 today, from 8.10. Imported photos goes into my home directory, and not into Photos. F-spot is configured to import into "Photos", and the folder does exist. Very annoying. -- Imports all photos to the root of the home directory https://bugs
