Sadly, yes. It would be still annoying, but I get used not to use
terminal in full-screen. Instead devilspie just puts it automatically to
a maximaized, undecorated state.

I can confirm this bug.
Running Hardy, gnome-settings-daemon fails to start if xserver-xgl is
installed.
I attach a screenshot. As a result everything looks ugly, and
configuration (e.g. autostart) is not applied. I also experience
keyboard problems (using Hungarian layout, the modifier AltGr

The bug still exists in current Hardy.
How to reproduce: go to Menu - System - Preferences - Keyboard.
On the layout tab add a second layout. Uncheck Separate layout for each
window.
Open Layout Options..., and select a way for Layout switching.
Also make sure that layout switching works for you
I can confirm this bug on current Hardy (alpha 5).
The solution was to switch system / preferences / keyboard / layouts /
layout options... / alt//win behavior from default to super .
Now it works fine.
I didn't modify my kbd section in xorg.conf :
