I managed to get things working with the following workaround:
cd /usr/share/gtk-doc/html
sudo mv gtk gtk2
sudo mv gdk gdk2
devhelp seems to be looking for a file using the scheme
dirname.devhelp inside dirname/.
The bug should probably be assigned the the gtk+2.0 source package.

Hum, it also ships a .pc file which the compilation flags, which (I
think) is dependent of the goffice build option. I'll look at this.

I think that it's related to Bug #47834. You need to use the kiosk mode
to not let users shut down the server. IIRC it doesn't work fine in
dapper, but is fixed in Edgy. Could you test?
