A few minutes after an install I changed the System-Preferences menu to
include File Management and Multimedia Selector, with the Menu Editor
under System-Preferences . When I checked back they were the only
option present.
I can confirm it as well. How I solved the problem was I went into
gconf-editor (alt-f2 and enter gconf-editor), the go to apps, then to
gnome-power-manager, and then I disabled lock_on_blank_screen,
lock_on_hibernate, and lock_on_suspend. This disables screen lock, which
is only a shoddy,

This happens because of a change in Gnome : Gnome now uses a Gnome
Control Center. A link to it should appear in your System menu.
Please reboot and see if it does appear.
If it does run mv ~/.config/menus/system.menu
