Assuming we're seeing the same bug here (thinking of the differences wrt
crash files), the X cursor does follow mouse movement.

It just struck me that I have a raspberry pi 5 running ubuntu that I think
displayed the same behaviour.

Can confirm mouse movement seem to trigger bug, and also that WIN+L is valid,
good to not have to reboot via VT.
Enclosing 32 mb zipped crash report...

Also experiencing this bug, added zip with journal.txt + prevjournal.txt.
No crash log.
One observation:
After logging in using the CTRL-ALT-F4 to get a new shell, it seems the
X-cursor lockout happens when there are updates to install. I'm in the habit of
ending my day with checking for updates
