This issue is still present in Saucy. I have seen it happen with many
laptops, including the HP Compaq 6910p laptop on which I am typing this.
It spans across multiple Ubuntu releases. My deduction is that the
brightness events are processed by two different recipients which
creates the problem.
If it is by design and no screen timeout is set, it might make sense to
gray out the lock controls.

Additionally, the Ubuntu top-right corner menu does not show the updated

On HP laptops which have the capacitive volume adjustment strip,
changing volume is very racy.
You probably cannot expect the hard-coded +/- 6% to create a good
experience on all systems.

In a more recent Brasero there is some improvement as the dialog now
closes automatically when I eject the disc. So the Cancel button makes
sense now too.
It still lacks the ability to automatically eject the disc though.
