I've 'fixed' this by changing the 'policy_battery' from 'ondemand' to
'powersave'. If you're still interested in debugging this further,

This appears to be related to the X intel video module. I've noticed
that on boot, the screen dims as the drivers are being loaded, before
any Gnome related stuff is introduced.

Hello,
This bug is still around. When I boot up, display brightness is always
low and requires manual increasing. Unplugging AC power and then
plugging AC power still does not return display brightness back to 100%.
