After doing an update
- updated kernel to 2.6.32-19-generic x86_64
- updated fglrx-installer to 2:8.721-0ubuntu7
The bug is fixed.
To reproduce the error (if an update was not run):
1. system menu -> administration -> Hardware Drivers
2. After the searches for the drivers, select fglrx and either

Setting idle_delay as mandatory via gconf as no effect. Works in Jaunty,
but not in recent Karmic release.

I'm downloading a CD image in Jaunty and out of interest checked System
Monitor > Network History and it shows double the bandwidth that wget
shows.
My connection is limited to 16kB and most of the time wget (also apt) shows
14.9 k to 15.8 k.
System monitor shows between 28 k to 32 k, exactly twi
I have the same problem in Karmic alpha 2 - please see the attached
screenshot
ISP speed is 128 k bits / second = 16 kBytes / second - confirmed by
KPackageKit, apt-get install and all other programs, except for System
Monitor > Network History
