Julian, you are right, but apparently this is a bug in Gnome shell,
which manifests itself equally in Ubuntu and Fedora.

that disabling Zoom (via Settings -> Accessibility -> Zoom, then uncheck

layout indicator visually changes the layout, but the password is still
not being accepted so I suspect it does nothing.

This bug bite me on a daily basis, too (in Artful). I'm currently
testing if the fix from Fedora (a cumulative patch of the first 30+
commits landed in mutter-3.26 branch after mutter-3.26.2 release) helps.
