Reproduce it by going to System > Preferences > Keyboard. Add a new layout, and
attempt to change the default layout.
Yes this happens for all users.

It is impossible to change the default keyboard layout in System >
Preferences > Keyboard. The radio buttons are locked. There is no Unlock
button. If you run the program as root, it edits the keyboard settings
for root. I am on Ubuntu 8.04.
