As a workaround I executed as root
cd /usr/share/glade3/pixmaps
cp /usr/share/icons/hicolor/index.theme .
gtk-update-icon-cache -qf /usr/share/glade3/pixmaps/hicolor/
Not really sure why it worked but I found out looking at strace output.

I have installed glade and all dependencies on kubuntu and I get the same
problem.
I have all the icons glade cannot find.
strace shows that the problem is in the search path
