Hmm... nevermind, it looks like this is a duplicate of Bug 508452.
However, I couldn't tell when I was submitting because 508452 does seem
that similar. Looking at the duplicates of the bug helped me see that

I did a fresh install of Karmic. Now when I select the System Monitor
tool in the Administration menu, I get a window that won't paint
correctly and is just a bunch of vertical and horizontal lines instead.

I should add that the window is still responsive to input. For example,
I know roughly where the X button is so I'm able to close the window.

I just checked what would happen if I switched to Normal Visual
Effects. After making the switch, the System Monitor window started
painting properly again (so did Gnome Do) which leads me to conclude
that this may be metacity bug because I know that Normal uses Compiz.
