I don't think this is actually a missing feature, just a case of UI change and poor documentation. To put a panel on the second monitor, add it to the primary monitor, then hold ALT + click + drag to move it to the second monitor. This is described in the help, but is far from intuitive. My

To trigger the dialogue, I compose a new message in thunderbird, and press send. At this point Enigmail / OpenPGP attempts to sign the message, for which it needs to pull my pgp passphrase from the keyring, and so the Allow access dialogue appears as shown in the screenshot above. Default
