I got exactly the same problem here, I had to edit the totem_config file
in order to change the subtitle size: a change in Totem's Preferences
produces nothing

Yes, I think that is just a way of getting the panel blocked. And independently
of the CPUfreq applet, when I startup linux I still get the panel blank.
Just wondering, if it does have to do with CPUfreq applet, maybe the startup
problem would be because it tries to load up the applet and fails.
One of the things I found to be disabling the gnome-panel is by double-
clicking the "CPU Frequency Scaling Monitor 2.14.1" applet. I don't know
if it's because there's no functionality by double-clicking and it may
be dealing with the double-click in a bad way or if it's just me.

I use the most recent version(2.14.1-0ubuntu5) since I'm constantly updating my
packages and the problem hasn't been fixed so it might be just me.
But I don't get any dialog whatsoever, it simply becomes unclickable (sometimes
just the app icons and othertimes just the applet icons).
