ok this is seriously fucked up.
I just plugged in an old ps2 keyboard. i pressed the numlock key(on the
ps2) and now both numpads work.
This is a clean install. I will restart and report back. tomarrow
but...
apparently plugging in an old ps2 keyboard and pressin
the usb keyboard does not control the numlock state. only the ps2.

I just tried fedora 10, same problem. will try to install gentoo or a
downgraded fedora, to see if the problem corrects.

this is a direct bug. no settings config can fix it. it is a problem
with(microsoft? usb)? keyboards on the latest released version of
ubuntu

This bug only occurs with USB keyboard. my ps2 keyboard does not
suffer from this issue.
The exact problem is that the usb keyboards's numlock state cannot be
changed via usb keyboard. ps2 keyboard can enable usb keyboard numlock
mode.
