This bug annoyed me very much. I'm pretty sure it is due to
xserver-xorg-video-ati.
I can provide any information needed for fixing this bug and devote some time

I have exactly same problem under Ubuntu 9.04. Attached is another example
(horizontal artifacts under checkboxes).
I'm running ati Radeon Mobility X1400 using the open source driver.
