GNOME power manager doesn't respect "Put display to sleep when inactive for"

Same issue with me on my laptop. Regardless of how I configure it,
after 5 minutes of activity with the power plugged in or running on
battery, the screen blanks.
I have tried killing gnome-power-manager, same issue. Re-launching after kill,
same issue.
Screensaver is completely turned off, sam
Having this issue, but slightly different...
Right-click a folder, choose Compress, and it crashes out when you hit
continue.
