SOLVED. I found no relevant bugs on the TightVNC website. I then
removed TightVNC from my WinXP system and replaced it with the VNC
server from RealVNC and the scrolling problem went away. This bug
report should be closed. I will refer this report to the TightVNC guys.

vertical scrolling -
I should add that when using the mouse scroll-wheel on the XP desktop,
the problem occurs on the Karmic screen. Scrolling with the scroll bars
works correctly. I suspect this has nothing to do with the mouse on
Karmic and may actually be a server bug. I'm off to check if any bugs
have been logge

Seems always repeatable. All vertical scrolling with the mouse scroll
wheel, both up and down, only repaints the top or bottom line of the
active window.
