I am also affected by this bug, using gnome-system-monitor
3.2.1-0ubuntu1, with ATi Radeon HD 3450, fglrx and my CRT monitor
connected via DVI-VGA adapter to DVI output.

I'm using natty and Gnome. I have three panels: two top panels and one
bottom panel. The bottom panel is not set to expand. When gnome-panel
starts up, the bottom panel appears in the middle of my desktop (see

It seems that 2.31.91-0ubuntu2 fixes this issue. For me, at least.

I was able to work around this bug by removing all hidden files in ~/.
Don't know which of them caused the bug, but those files were:.dmrc,
.esd_auth, .gksu_lock, .gtk-bookmarks, .ICEauthority, .mcoprc,
.mousetweaks.pid, .mtoolsrc, .pulse-cookie, .recently-used, .recently-
used.xbel, .Xauthority, .
