I have tested evince 42.3-0ubuntu3.1 and apparmor 3.0.4-2ubuntu2.3 from jammy-proposed, the bug appears to be fixed - I can now click hyperlinks from PDFs in Evince and Firefox as a Snap package correctly opens a new tab
