I reported this bug here five years ago, gathered the info in 2006-2007
and watched the logs all those years. I really happy it is fixed in

In Ubuntu 5.10 with configuration pasted above in Firefox 1.0.7 all keyboard
shortcuts with letter keys do nothing when russian layout is active. To
reproduce set active keyboard layout to russian and in Firefox try to open new
tab with ctrl+t -- I can't.

In Ubuntu 5.10 shortcuts in non-english begin to work in OpenOffice 2.0,
GEdit. Opera 8.5 also fine. But Firefox and AbiWord still have described
problem. I found similar bug reported in AbiWord BugZilla 4 years ago!
