Adding the regression-update tag as the bug appeared with 3.9-0ubuntu2 in jaunty-updates. Downgrading that single package to 3.9-0ubuntu1 solves the issue without needing any kind of gconf configuration. That command will revert to a working libxklavier12: apt-get install --reinstall
