Step-by-step reproducing howto: Open a shortcut creation dialog. Press on the icon-button. Try to change path to icons manually. For example put that path: /opt/a (after you press "a" you dialog closes) If you'll press icon-button one more time, you'll get "/opt/a" appears in path. -- Desktop
