2. Set a system proxy via gnome-network-properties, apply it system wide, close
the applet. Open the applet, unset the proxy, apply it system wide, close the
applet. Make sure that the proxy is offline, and try to do apt-get update. It
will still attempt to update through the proxy.

If a system proxy is configured via gnome-network-properties (Network
Proxy) and then removed later, environment variables which specify the
proxy remain set. This causes programs such as apt-get to still try to
connect via the proxy
