Wallpaper change is not reflected in unlock screen

Modifications to the wallpaper do not appear to take effect on the
unlock screen.
To replicate:
1. Open gnome-control-center and change the set wallpaper.
2. Allow machine to lock, or manually lock the screen.
3. Wake the machine.
