I have half this problem - I notice that the preview pane does not load,
but shows the left-overs from the menu - this I get.
However I have no problem actually setting the keyboard to uk for me.

There was a firefox update today.
I uninstalled epiphany and epiphany-browser-dbgsym thne reinstalled and
now epiphany is working again.
